    Analysis and Thinking on International Giants’ Development Strategies of New Chemical Materials

    New chemical material is characterized for its good functions, high-end application areas, high technological requirements, and high added value. It is one of the key areas of global technological competition. Currently, the United States, Japan, Europe and other developed countries and regions are dominant in both technology and market. It is necessary to study the key business directions and development strategies of new chemical material defined by international petroleum and petrochemical giants and accelerate China’s independent innovation in new chemical material. This paper analyzes the panorama of both Chinese and foreign new chemical material industrial development, particularly focusing on the current new chemical material business development conditions and development strategies of ExxonMobil and Dow Chemical Company. It also comes up with the suggestions on China’s new chemical material industrial development: (1) Continually enhance the top-level design and overall distribution of new chemical material development to establish the whole industrial chain and improve the value chain; (2) Overcome the key technological bottlenecks of new chemical material and consolidate integration of basic research and application research; (3) Perfect the new chemical material R&D and application structuring mechanism, step up construction of the deregulated cooperation and R&D platform and establish the coordinated effective and deregulated technological R&D and application system.
    Study Countermeasures for High-quality Development of Petroleum and Petrochemical Equipment Manufacturing Industry

    Petroleum and petrochemical equipment is an important integral part of energy equipment and an essential guarantee for development of oil and gas resources. Facing the complicated situations both at home and abroad in recent years, China has accelerated its scientific and technological innovation and industrial upgrading of oil and gas equipment, establishing the industrial groups and priority enterprises in the areas of petroleum drilling and production equipment, offshore engineering equipment, oil refining and chemical facilities and metal pressurized containers. However, there is a gap between the Chinese equipment and its foreign counterpart as compared to the international leading level. A series of problems still remains at the present time, such as weak technological innovation ability, the R&D system to be perfected, inadequate supply of high-end equipment, dependence on import of key parts, market structural contradiction, shortage of innovation-type talents, confrontation of market talent inadequacy, and a weak basis for informationization. Based on China’s main petroleum and petrochemical equipment industrial development targets of set in the 14th Five-Year Plan, this paper comes up with the development countermeasures in the following four areas: (1) consolidating the advantages and eliminating disadvantages to bring about transformation and upgrading, (2) continually driven by innovation to development the high-end and key products, (3) accelerating informationized management, digitalized manufacture and in-depth integration between products and technological intelligence, and (4) promoting development of talents. The paper also elaborates the suggestions on the four areas: (1) selecting the development path of using the leading enterprises for industrial expansion, (2) using the functions of the governments, associations and enterprises to accelerate development of equipment manufacturing bases, (3) standardizing the market order to create the environment for healthy competition, and (4) carrying out the research over the whole industrial chain.
    Strategic Actions of Carbon Neutrality Adopted by Global Main Developed Economies and Their Influence on China

    Climatic change is one of the sternest issues faced by the world at the present. Carbon neutrality has become the important orientation for the actions taken by the world in response to climatic change and will lead to an extensive and profound systematic transformation, both socially and economically. This paper elaborates the source of the carbon neutrality conception and the strategic background against which the global carbon neutrality goal is set. It also clarifies and analyzes the strategic orientations, setting of goals, policy frameworks and concrete measures of global main developed economies, such as European Union, the UK, the United States and Japan. There are five main characteristics in common: (1) The strategic plan and concrete measures are formulated entirely on the basis of their national conditions. (2) Importance is attached to the roles of the legislature and enforcement mechanism to assure the carbon neutrality goal. (3) The emission-reducing action plan with the clear characteristics is formulated in the light of the key areas. (4) The supporting and leading roles of technological innovation are emphasized. (5) Active efforts are concentrated on the financial and taxation policies and market mechanism oriented at carbon neutrality. This paper comes up with five suggestions on China’s carbon neutrality work: (1) Enhance the top-level design to formulate the scientific and reasonable carbon neutrality strategic goal and path. (2) Accelerate the legislative process for carbon neutrality and establish the systematic and effective micro applicable mechanism. (3) Focus on the key areas to accelerate construction of the green low-carbon industrial system. (4) Enhance technological innovation and accelerate breakthrough in the frontier technologies of “three carbons” (low carbon, zero carbon and negative carbon). (5) Perfect the economic system to accelerate establishment of the carbon neutrality market mechanism.
    Suggestions Based on US Administration’s Experiences in Invigoration of Enterprises into Innovation

    The United States is the most developed country in the present-day world in terms of technology. The nation ranks first in the world for total R&D investment. The US Administration has promulgated “Bayh-Dole Act” and “Stevenson-Wydler Technology Innovation Act” which effectively put the scientific and technological achievement into transformation and application. One of the characteristics is that enterprises dominated the sources of scientific and technological development fund. The United States has also adopted a series of measures, such as strengthening guidance through policies, formulating the preferential taxation policies, expanding fund-raising channels, introducing technological talents and making flexible supervision of scientific and technological innovation. Those measures encouraged enterprises into innovation, promoted exchange and cooperation among producers, universities and research institutes, guided transition of knowledge and technology to enterprises and effectively inspired enterprises for innovation. With reference to the US experience and practice and based on China’s actual conditions, this paper comes up with the policy suggestions on invigoration of the Chinese enterprises for innovation, such as providing the preferential conditions for R&D innovations to expand the scope of taxation incentives, improving the conversion rate of scientific and technological achievements on the basis of the market-oriented operational pattern, enhancing STEM educational strategic position to attract international STEM talents, raising basic wages and treatment of technological researchers to maintain the stability of the R&D staff, and increasing involvement of the regulatory sandbox in entities to appropriately simplify the related policies and regulations.

    Estimated ultimate recovery (EUR) is the main research area of foreign reservoir engineers and reserve estimators. However, the connotation of EUR has not been studied adequately at home. Whether EUR represents technical recoverable or economic recoverable reserves remains disputable. This paper makes an in-depth analysis of the definitions on EUR and the related terminologies made by the international authoritative organs and discusses systematically the EUR attributes in combination with the actual reserve estimation work. The paper draws four conclusions from analysis of cases. The conception of EUR has a wide range of connotation and its basic attributes can be defined as technical recoverable reserves. Against the particular application background of capital market and production business of oil companies, it is necessary to endow EUR with concrete connotations in combination with the related norms. EUR has a corresponding relation with the technical recoverable reserves defined in China’s applicable CCPR. China has attached great importance to technical recoverable reserves. This is a vivid reflection of intensified EUR management. China should step up extension and application of international EUR research achievements at home. Discussion of the EUR attributes has an active effect on perfection of the domestic reserve estimation and classification system. Application of EUR estimation method and technology plays an important role in determination of the ultimate recovery of unconventional oil and gas resources and reserves.
    Establish Management System of Enterprise Scientific Research Projects on Basis of Expected Achievements

    Organization and execution of the scientific research projects is an important way for the enterprise to pursue the technological innovation driving strategy. To ensure effective execution of the scientific research projects and make more achievements and economic performance, this paper comes up with the management conception that focuses on the expected achievements of the scientific research projects, identifies the categories of achievements and brings the whole process of the projects under detailed management. At the authentication stage of the scientific research projects, the corresponding relations of the expected achievements with the production bottlenecks to be solved and the examination indexes to be established should be highlighted to better clarify the research tasks. At the acceptance stage, the achievements are used the units to bring the elements under standardized characterization, such as technological scheme of each achievement (overview of achievement), technological indexes, technological level, technological maturity, economic performance (application cases), risks, intellectual property right, and team. A clear description of the state of accepted achievements can make the information of achievements from the project more comprehensive and accurate. At the post-evaluation stage, the changes from “the state of achievements at the time of acceptance” to “the state of achievements three to five years after acceptance” are used as important references to appraise the application results in transformation of the achievements from the project, thus allowing the post-evaluation of the project more objective and accurate.

    In accordance with its “1534” development principle, CNOOC Limited has focused the efforts on the scientific and effective incentive mechanism to inspire enthusiasm of the scientific researchers for innovation since the start of the 14th Five-Year Plan period. This paper studies and analyzes the five main incentive principles, namely the demand theory, the theory on demand levels, the dual-factor theory, the expectation theory, and the fairness theory. It also proposes to make the incentive mechanism models in the principles of designing, long-term effectiveness, precision and fairness. The incentive mechanism is divided into five demand levels of incentive -- remuneration in materials, control over the resources, opportunities for exchange and learning, opportunities for realization of one’s personal value and reputation incentive. The data from questionnaire survey were used to study the effects of various incentive factors in the different occupational career development stages of the researchers. Based on the company’s actual conditions, the paper proposes to appropriately raise the intensity of material incentive, expand the development channels for optimization of occupational career and enlarge the space for spiritual rewards.
    New Development and Enlightenment of Mapping While Drilling Technology

    The mapping while drilling technology is based the information logged while drilling like formation resistivity and processed the information by inversion algorithm, thus identifying the information and reservoir boundaries dozens of meters away. This technology improved The technology improves the depth detected while drilling and provided the high-value details unavailable in conventional directional curves and wellbore imaging. It allows the driller to determine the location of the reservoir boundary or oil-water, gas-water boundaries as early as possible logging during the real-time steering process, helping the driller maintain an accurate trajectory within the reservoir. This paper briefs about the mapping while drilling technology and its development process, summarizes the characteristic technology and product families developed by international oilfield service companies like Schlumberger, Halliburton and Baker Hughes, and analyzes the new developments of mapping while drilling technology, such as multilayer mapping-wile-drilling, 3D reservoir mapping-while-drilling and deep azimuthal resistivity. Based on the current conditions of Chinese logging while drilling technology, this paper comes up with some suggestions on such areas as azimuth resistivity measurement, downhole data processing, high-speed data transmission, data inversion and reservoir mapping.

    Aiming at the demand of well-site professionals for daily technological analysis and policy-making support, this paper analyzes the technical status and comes up with the proposals in three aspects, i.e., conventional engineering query, engineering analysis and review, and know-how sharing to solving engineering complexes. In terms of conventional engineering query, currently well-site professionals can only do manual inquiry, hence it is necessary to develop a real-time online knowledge-sharing and consultation system covering all engineering disciplines against the background of wellbore engineering digitalization and intellectualization. In terms of engineering analysis and review, currently well-site professionals use simple engineering analysis method with only limited application of software, hence it is necessary to establish an application platform to be used by mobile terminals. In terms of the engineering know-how sharing, the efficiency is not high in data archiving, expert consultation and technological workshop, with high randomness in small-scale technological community sharing, hence it is necessary to establish an in-depth sharing platform of complex engineering technology.
    Efforts to Bring Construction Projects of Energy Enterprises under High-quality Development

    During the 14th Five-Year Plan period, China shifted its emphasis to the economic growth quality from the economic growth speed. Adhering to the high-quality development principle, Kunlun Energy Co. Ltd. has tried to locate the gaps in engineering construction and management in comparison with its domestic counterparts. It has created an innovative “1+4+2” model for management of the construction projects, namely one high-quality development guide used as the top-level design, four standardization systems composed as the main configuration and two modeling tools serving as the management basis. The standardization systems are created in the four areas of the construction projects -- the whole process, the full life cycle, digitalized transition and law-based management. The company also innovated the appraising methods for the management ability of the engineering projects, perfected the appraising mechanism for the affiliates’ management ability of the engineering projects and carried out the IMPT management model (Integrated Project Management Team). With the high-quality management systems for the construction project put in place, the company has made the efforts for standardization design, large-scale procurement, factory-style prefabrication, modular construction, informationized management and digitalized delivery. The awareness of risks was obviously raised owing to enhancement of the law-pursuit management. Improvement of the substantial safety level and management level of the construction projects provided a powerful support for the company’s green and low-carbon high-quality development.
    Study and Application of Fine Performance Control System for Old Wells of Oilfield

    To keep the production of old oilfields stable and improve the profitability of old wells, this paper studies and creates the fine performance control method and indexes system which includes evaluating the economic performance of old wells, appraising performance of the stimulating measures for oil wells and follow-up evaluating treatment of ineffective oil wells. Based on databank and big data technology, the system reconstructs the appraisal model with increase and subdivision of measure-taking additional oil index, cost index and performance index as well as perfection of the evaluation links after the measures-based performance. Taking A and B oil production plants of a certain oilfield for example, this paper makes a multi-dimensional analysis of the old-well performance-related indexes between 2016 and 2020, such as cost analysis and formulation of the quota, performance of the block, and performance of the measures, comprehensively strengthening old-well performance benchmarking management. A series of measures, such as subdivision and analysis of the cost, enhanced treatment of ineffective wells, strict demonstration of the measures and enhancement of prediction on old well performance, providing the decision-making basis for keeping the old wells of oilfield stable and formulating the measures for higher production. Those measures accurately help the company improve the quality and performance and reduce damages and losses.
