Abstract: The opening report is the most important basis for deciding upon, investigating and reasoning science and technology projects. Its quality directly reflects the accuracy, early preparation, scientific basis, and ability in fulfilling the desired results of project managers. Taking the opening report of the scientific research and technical development project of PetroChina Pipeline Company as an example, this paper elaborated the key points of technical content of the report, to inspire researchers and technicians in improving their writing level.

摘要： 开题设计报告是科技项目立项审查和论证的最重要依据,其撰写质量直接反映项目承担人员对所选课题计划制订的准确性、前期准备情况、科研基础及预期目标实现能力。以中国石油管道公司科学研究与技术开发项目的开题设计报告为例,阐述了其中技术性内容的撰写要点,力求对广大科研和技术人员提高科技项目开题设计报告撰写水平有所启示。
