Abstract: Petroleum engineering technological competitiveness depends on the quantity and quality of technological resources as well as the capability of a service company to directionally restructure its resources. The index system of appraising petroleum engineering technological competitiveness was designed on the basis of two main elements --- technological resource and competition competence. The system includes 18 indexes in five areas, such as the ability of technological resource, the ability of research and development, the conversion ability of technological results, the organizational ability of competition, and the profit-making ability. The index system of assessment was used to establish the assessment model on the basis of leveled analysis and ambiguous comprehensive assessment method in order to make general quantitative analysis and comparison. This method can objectively appraise and identify the petroleum engineering technological competitiveness of oilfield service companies so that they can make analysis of the problems and formulate the related policies.

摘要: 石油工程技术竞争力的大小取决于技术资源的数量与质量,以及服务公司对资源的定向整合能力。从技术资源和竞争能力两大构成要素入手,设计了石油工程技术竞争力评价的指标体系,包括技术资源能力、研发能力、成果转化能力、竞争组织能力和盈利能力5个方面18个指标,并利用建立的评价指标体系,基于层次分析法和模糊综合评判法建立评价模型,进行总体定量分析对比。本方法可以对油田服务公司的石油工程技术竞争力进行全面客观的评价和判断,便于公司对标、寻找差距、分析问题和研究对策。
