Abstract: To promote technological structural reform, PetroChina Huabei Oilfield Company set up the reform-promoting group to perfect technological research performance examination and the related mechanism for technological support, the company established the backbone technological research management system to help implement the company’s development strategy. This paper elaborates the concrete contents of Huabei Oilfield’s technological reform and current implementation of the reform. The “backbone technological research system” is characterized for its “unified research orientation, unified research efforts, unified technological investment and unified support for technological research.” The company strengthened the efforts for cultivation of talents and adoption of the new mechanism, standardize the management procedures for technological research projects, perfect the examination mechanism for technological research and development, and improve the conditions for technological research. With those reform measure implemented, the company invigorated its technological research resources and creativeness and accelerated its business development

摘要： 为深化科技体制改革,中国石油华北油田公司成立了改革工作推进小组,以完善科研考核、科研支撑等相关机制为改革切入点,构建大科研管理体系,以适应公司发展战略需求。阐述了华北油田科技改革的具体内容及目前推进实施的情况,具体包括:创建以"统一攻关方向、统一科研力量、统一科技投入、统一科研支撑"为特征的"大科研体系",强化人才培养与使用新机制,进一步理顺科研项目管理程序,完善科研考核机制,完善科研条件保障机制五方面内容。通过改革措施的逐步实施,激发了油田科研资源的活力和创造力,助推了公司的快速发展。
