油气田企业采油(气)厂价值创造排序方法研究

Abstract: Under the oil company system, the oil and gas production plants act as the profit simulation sub-centers of the oil and gas field enterprises, which bear the main responsibilities for oil and gas production and cost control. The current method to appraise their value creativity of is based on ranking of output and profit indexes, ignoring the influences of some subjective and objective factors, such as personnel structure, geological structure and production methods. The volume-cost-profit scoring method is based on production and centers on profits, which highly focuses on the matching relations between input and output. With both “quantity and efficiency equally emphasized” in comprehensive evaluation, the method ranks the value creativity of the oil and gas production plants, thus playing a positive role in formulation of the policies linking work with efficiency for the oil and gas field enterprises. The practicability of this method has been further confirmed since it was used to evaluate and analyze the value creativity of 12 oil and gas production plants of CHQ Oilfield in 2021.

摘要: 在油公司体制下,采油(气)厂作为油气田企业的利润模拟分中心,承担着油气生产和成本控制的主体责任。当前评估其价值创造能力的方法是依据产量或利润指标算术排序,忽略了人员结构、地质结构、开采方式等主客观因素的影响。量本利综合打分法以产量为基础,以利润为核心,高度融合投入与产出的匹配关系,“量效并重”进行综合评估,对采油(气)厂的价值创造能力进行排序,在油气田企业工效挂钩政策制定中发挥了积极的作用。通过对CHQ油田12个采油(气)厂2021年度价值创造能力的评估分析,进一步证实了这一方法的实用性。
