Research on How Technology-based Enterprises Innovate Their Mechanisms for“ Sci-tech Reform Action” Zhang Chengguang,Yuan Lei,Chen Yesheng,Guo Biao 2025, 44(2): 1-6.  DOI: 10.3969/j.issn.1002-302X.2025.02.001 Abstract ( )   PDF (2552KB) ( )   To help enterprises increase comprehensive strength and improve innovation abilities, China National Petroleum Corporation (CNPC) selected seven of its affiliated technology-based enterprises as pilot units for implementation of the “Scitech Reform Action” released by the State-owned Assets Supervision and Administration Commission. This article makes an indepth study of the reform and innovation mechanisms of the technology-based enterprises and elaborates the background and objectives of the“ Sci-tech Reform Action.” It also comes up with the concrete requirements on how to improve the mechanism of a company’s management system, perfect the mechanism for selecting and using talents by means of market, strengthen the market-oriented incentive and constraints mechanism and inspire motivation for technological innovation. Establishment of the differential management model, operational mechanism, examination mechanism and regular service-coordinating mechanism can make corporate management healthier, continually perfect the market-oriented mechanism and substantially improve technological innovation ability. Furthermore, this article also analyzes the main problems and their causes at the present time and puts forward some suggestions to accelerate market-oriented reform of the business mechanism for the “technologicallyrestructured enterprises,” support these enterprises to take part in the high-level scientific research projects for improvement of achievement quality, promote conversion of technological achievements and establish and perfect the cross-disciplinary synergy mechanism.

Ltd., one of demonstrative enterprises of“ Sci-tech Reform Action,” enhanced the organizational structure, formulated the related plans, reached the identical views and worked hard to create three platforms--scientific and technological innovation platform, quality standards platform and achievements transforming platform. Focusing on the four “heights”--achievements, technology, efficiency and talents, the research institute continually promoted reform of the scientific and technological structuring mechanism, carried out the responsibility and contract-based management, perfected the market-oriented business mechanism and spared no efforts to improve the quality of talents. It aimed at the development target of CNPC for the market-oriented reform and concentrated efforts on marketoriented reform of system and mechanism. In the practice of Sci-tech Reform Action, the company focused on the six main areas of the corporate management mechanism, the market-oriented talent-selecting mechanism, the market-oriented incentive and restraint mechanism, inspiration of the motivation for scientific and technological innovation, leadership and construction of the Party and improvement of management. It also integrated leadership into corporate management, improved the mechanism for writing, speaking and acting abilities, accelerated the important technological research projects, and formulated a series of rules and regulations with the tenacious efforts to improve reform results and efficiency and promote the company’s high-quality development. Kunlun Digital Technology Co Ltd remarkably improved the indexes of “one profit and five ratios” in 2024,namely the total profit as well as asset liability ratio, return on equity, operating cash flow ratio, R&D funding intensity and overall labor productivity. Meanwhile, the company's business income grew 10.96 percent as compared to the previous year while the total profit rose 13.48 percent, the overall labor productivity 5.17 percent and the return on equity nearly 0.62 percent.

Focusing on the three main trends--sustainable oil and gas development, green and low-carbon energy transition and intelligent energy, this article discusses the situation and challenges facing development of oil, gas and new energy scientific and technological innovation. It also elaborates that oil and gas technology is developing in four directions--ultra-macro, ultra-micro, ultra-harsh environment and cross-disciplinary areas while new energy technology is developing in the multi-element, high-efficiency, large-scale and low-cost directions. In addition,digital and intelligent technology also empowers traditional oil and gas industrial transition and upgrading as well as intelligent development of new energy industry. This article focuses on three main challenges--the characteristics of oil, gas and new energy scientific and technological innovation and oil and gas industrial transition and upgrading, new energy industrial innovation and development, and in-depth digital and intelligent transition. It also looks into the 10 key energy technologies which are hopeful to be put into commercialized application in the upcoming three decades, and comes up with the suggestions related to promotion of energy scientific and technological innovation. Those suggestions include higher governmental investment in scientific research, enhancement of collaboration among industry, universities and research institutes, perfection of the laws and regulations, protection of intellectual property rights, promotion of international exchange, fostering of cross-disciplinary talents,and launch of the demonstration projects. Scientific and technological innovation not only holds the key to meeting global climatic changes but also works as an strategic option to improve the national competitiveness and secure energy supplies.Sustainable innovation is the only way to ensure high-quality energy industrial development and help establish the clean, lowcarbon,safe and high-efficiency modern energy system.

With the competition for oil products and chemicals continually intensified, it is necessary to introduce the marketization mechanism under the market economic reform, adjust the relations between products and marketing inside the conglomerates and make full use of the market in arrangement of resources. By means of systematic mindset and from the angle of top-level design, this study comes up with the market-oriented and benefit-centering plan for internal marketized management system, which is“ suggested to optimize the three-tiered organizational structure, construct four marketization mechanisms and improve five types of support measures.” It also include the efforts to establish the open and balanced supply-demand mechanism, the competitive bidding mechanism and the scientific and complete anti-risk mechanism. The measures for business functional synergies are adopted in the areas of organization, management, information, technology and talents to help the enterprises bring about high-efficiency synergies between production and marketing, make rapid and precise response to market changes, improve the profit-making ability of the production chain, and accelerate modernization of the company's management system and capabilities.

The new oil and gas system serves as a“ bridge” for a variety of energy to realize interactive replacement and interwoven development in energy transition. It plays an important role in construction of the new energy system. The requirements and roadways for development of the new oil and gas system include: (1) More efforts should be focused on exploration and production of unconventional and deep-layer oil and gas fields so far as the new-type production sources are concerned, while active preparations are made for production of bio-oil and bio-gas. (2) The new-type development roadway should help oil and gas production select cleaner energy in the efforts to establish the CCUS technology system for oil and gas fields and study how to use geothermal energy for oil and gas production. (3) As for the new-type terminal products, fossil energy should be accelerated in its positioning in and transition to chemical raw materials. (4) The new-type consumption pattern should support construction of the new electric power system,promoting natural gas and hydrogen industrial integration. This article makes suggestions in the four areas of policy preference,market reform, technological innovation and corporate transformation. (1) More efforts should be made for balance of ener industrial policy preference while energy distribution should be optimized. (2) The energy market structuring mechanism should be deeply reformed in order to establish the long-term effective operational mechanism. (3) Digital and smart technology should empowers technological innovation to make breakthroughs in the key technological bottlenecks. (4) The realistic demands by energy transition should be actively met in the efforts to adjust corporate organizational structure.

Accelerate Development of Oil and Gas Field Brine Lithium Extraction;Release New Momentum for Future Energy Industry Zhu Ruisong, Cao Jing, Gao Fei, Hu Xuesheng 2025, 44(2): 46-54.  DOI: 10.3969/j.issn.1002-302X.2025.02.007 Abstract ( )   PDF (2631KB) ( )   Thanks to the need for the national energy transition, lithium resource is of greater and greater strategic importance to the areas of new energy vehicles and controllable nuclear fusion technology. Development of unconventional lithium resource (geothermal brine and oilfield brine) is of importance significance to alleviation of global lithium resource shortage. North America and European countries have made remarkable achievements in development of unconventional brine resource. China’s oil and gas field brine lithium extraction projects are still under the pilot stage and left behind as compared to the international advanced level. Based on analysis of the domestic and foreign geothermal and oilfield brine lithium extraction projects, this article compares the current conditions and differences in resource survey, product structure, technological roadway, industrial policies and capital operation in this area. The results indicate that China’s resource survey started late and and remained at a relatively low degree. In addition, the product structure needs to be perfected while the technological roadway is to be further optimized to improve the lithium productivity. In recent years, China has encouraged and supported oil and gas field brine lithium extraction in terms of industrial policies. The development capital is operated mainly by the State-owned enterprises like CNPC and Sinopec. It is proposed that the industrial leading enterprises should further enhance brine resource survey, accelerate development of direct lithium extraction technology, improve the brine-lithium product quality, and strengthen brine multiresource extraction and integrated utilization and research. It is also necessary to study the future industrial technology combined with controllable nuclear fusion technology to satisfy the future energy industrial demand and fulfill the green and low-carbon sustainable energy development objective.

Taking advantage of corporation restructuring, CNLC systematically planned and integrated resources and adhered to market orientation to continually increase investment in research and development of its independent perforation technology. Led by the characteristic technology, the company enhanced research on the key technologies and integration of technological resources and optimized the market strategies, thus successfully popularizing the technological l brand of“ CPPerf.” It remarkably displayed the advantages of perforation technology, found wide application on the domestic and foreign markets, substantially improved productivity and market competitiveness, and accelerated transformation of scientific and technological achievements. With integration of energy transition with smart transition accelerated, the oil and gas enterprises should adjust the key areas for their venture capital and managerial pattern. It is characterized for early investment and preference of small projects. This article investigates eight international oil majors including Shell and Chevron about their venture capital risk trend. The investigation shows each company attached great importance to in-depth integration of risks control with innovation ecology in the investment process. They had obvious features of strategic investment, and detailed division of managerial responsibilities for risk investment. Focusing on the current conditions of venture capital of the Chinese oil and gas enterprises, the article comes up with a series of development suggestions, which included emphasizing the roles of venture capital and establishing the strategic fulcrum for each stage, aiming at the long-term technological development and putting aside the patient capital, stressing internal and external innovation ecological integration and making long-chain innovation, and optimizing internal structure to improve the ability for operation of venture capital, thus helping the Chinese oil and gas enterprises take the development opportunities for venture capital and bring about great-leap-forward development.

Imaging Processing of Jointly Acquired 3D DAS-VSP Data with OBN in Offshore Middle East Zhang Shaohua,Yu Gang,Liu Haibo,Zhang Yu,Guillaume Cambois,James Cowell,Jane Mason,Chen Yuanzhong,Zhou Zhengzheng,Duan Lian,Li Xiang,Chen Hui 2025, 44(2): 69-81.  DOI: 10.3969/j.issn.1002-302X.2025.02.010 Abstract ( )   PDF (28427KB) ( )   This article introduces the world’s largest 3D DAS-VSP data acquisition and imaging processing project to date. In 2002, ADNOC carried out ultra-high-density 3D OBN data acquisition in the Zakum Oilfield off the shore of Abu Dhabi, and at the same time used the armored fiber optic cables strapped on the tubing of 13 high-production oil wells and water injection wells in the operation area to acquire 3D OBN and DAS-VSP data simultaneously. Of those wells, six wells of high-density 3D DAS-VSP data acquisition have been completed off the shore of the North Island, with an area of 150 square kilometers source carpet and an air gun density of 25 meters × 25 meters. The number of collected shots totaled more than 2.4 million. Seven wells of high-density 3D DAS-VSP data acquisition have been completed off the shore of the Central Island, with an area of 160 square kilometers source carpet and an air gun density of 25 meters × 25 meters. The number of collected shots totaled more than 2.8 million. The latest uDAS2.3 instrument was adopted as the acceptance instrument for real-time acquisition, processing and storage of the data. The level spacing of the original data in the well is 1 meter, and the sampling rate is 1 ms. For the blended acquired 3D DAS-VSP data, the most advanced deblended algorithm based on sparse inversion was used for preprocessing to obtain the original record with high signal-to-noise ratio. Then, the abnormal amplitude noise suppression and multiple wave suppression were conducted by using time-varying deconvolution or Tau-p domain deconvolution. The anisotropic velocity modeling was carried out by combining the first arrival tomography inversion and joint domain full waveform inversion (JDFWI). Finally, the multi-well joint upgoing wave, downgoing wave and multiple wave migration processing was performed to provide an accurate 3D DAS-VSP data imaging of the structure and fluid prediction of the reservoir around the well and guide the layout drilling of horizontal production wells with all-round radial pattern in the operational area.

By technological pathways such as system optimization for energy conservation and efficiency enhancement, cleaner replacement with green energy, increase the oil and gas production by carbon burial and utilization, utilization and comprehensive application of associated gas resources, along with forward-looking explorations in carbon asset management. The oilfield promoted the process of recovering gas from testing gas wells and the technology to collect and recover a large quantity of gas from shale oil,and trialed multi-energy complementary zero-carbon technologies integrating“ photovoltaics+energy storage+hydrogen energy”.Meanwhile, it also made research on a number of technologies, such as the auxiliary process for safe production and injection in CCUS full-lifecycle safe, the CO2 enhanced fracturing and gel water-plugging technology, hydrogen production/storage from non-purified water and lithium resources extraction technology. It also explored the technology for carbon footprints verification in the full life cycle and development of carbon assets from the oil and gas field projects. Those efforts promoted oil and gas development in integration with new energy development, supporting green transition of the oil and gas fields.

Innovation Practice from Intelligent Quality Control of Seismic Data Processing in Tarim Oilfield Shang Xinlu,Li Xixi,Chen Rui,Qian Yunyun,Gulinazar Alimu,Yan Jun,Feng Yu,Li Xiaolin,Tang Chao,Chen Wei,Aliya Abudureymu,Liu Sheng 2025, 44(2): 92-99.  DOI: 10.3969/j.issn.1002-302X.2025.02.012 Abstract ( )   PDF (13828KB) ( )   With the structural complexity and exploration difficulty rising in the seismic exploration zone, Tarim Oilfield innovated its organizational model of seismic processing projects, turning it into “a series of procedures” from the “parallel connection” for a block with a single unit in charge of processing from the beginning to the end. The series of procedures divided the whole seismic processing into four procedures--surface modelling and static correction, signal processing and stacking, prestack time migration and prestack depth migration. The different suppliers were in charge of the different procedures providing the organizational basis for processing the connected blocks and belts. Meanwhile, the intelligent quality control platform was established to enhance back-end surveyed area management and data preparation, interactive quality control and management based on the web end and functions of quality control points in each procedure, thus bringing about online control over the big data. Quality control was changed to quantitative management from qualitative management by means of setting examination indicators, process inspection and quantitative inspection for each procedure. Application of the innovated four-procedure seismic processing management model effectively shortened the processing periods of connected surveyed areas, promoted application of new technology, raised work efficiency, controlled the service cost and dramatically improved the imaging results of complicated mountainous areas in Tarim Basin.
