Abstract: Against the background of energy system transformation and transition, integrated energy service is an important way to realising the “dual carbon” goal and the construction of the new-type energy system. China’s integrated energy service industrial development faced a number of challenges, particularly the natural gas-centred integrated energy service business that has no achieved a replicable commercialized model. The development history of integrated energy service business at home and abroad are compared. Currently, the integrated energy service models at home and abroad are mainly focused on electricity, and the business model involving natural gas utilisation is relatively small. China’s integrated energy service development conditions from the perspectives of policy and operation are summarised. The three stages of China’s integrated energy service market formation and the four stages of the commercial model development are analysed. Based on the comprehensive energy application of various enterprises such as “electricity-focused” and “natural gas-focused”, the connotations of natural gas-centred integrated energy service business development model is put forward, and the basic energy-saving service, clean energy development and supply, integrated application of energy resource, and low-carbon value-added service are covered. The feasibility and economy of the integrated energy service model are also analysed and discussed using a regional data centre case.

摘要： 能源系统变革与转型大背景下，综合能源服务的发展是实现“双碳”目标和新型能源体系建设的重要路径。我国综合能源服务行业发展面临着诸多问题，尤其是以天然气为核心的综合能源服务业务尚未实现可复制的商业化模式。文章梳理了国内外综合能源服务业务发展历程，目前国内外综合能源服务模式主要以电为核心，涉及天然气利用的商业模式相对较少。从政策层面和运营层面总结我国综合能源发展情况，分析了我国综合能源服务市场形成的3个阶段和商业模式发展的4个阶段。在“以电切入”“以气切入”等各类企业综合能源应用基础上，提出以天然气为核心的综合能源服务业务发展模式的内涵，具体应用模式涵盖基础节能服务、清洁能源开发与供应、能源资源综合利用、低碳增值服务。并以某地区数据中心为算例，分析探讨了综合能源服务模式的可行性和经济性。
