欧洲北海综合能源系统发展对我国的启示与建议

Influence of European North Sea Integrated Energy System Development on China and Relative Suggestions

摘要: 能源转型背景下,海上综合能源系统是海洋能源资源绿色高效开发利用的重要模式。欧洲北海能源系统经过系统科学的创新研究,形成了较为完善的项目组织模式、理论研究框架与阶段性实践成果,提供了一条可借鉴的实施路径,对我国做优海洋能源开发、促进产业深度融合、加快海洋经济高质量发展、打造海洋新质生产力具有重要参考意义。文章深入分析了北海综合能源系统项目2016年启动至今的发展历程、相关概念设计与实证项目进展,以及自2020年起4个以10年为周期的“兴起—爆发—提速—实现”发展路径,发现其西部、东部、北部3 个能源中心概念方案,分别对我国渤海、广西、粤东海域具有较强的适用性。互利共赢、空间规划、技术创新、广泛合作、法规建设是项目研究论证与落地实施的关键,提出了基于数据共享加强空间规划、强化关键技术协同创新、深化国内国际合作打造示范项目等建议。

Abstract: Against the background of energy transition, offshore integrated energy system is an important model for green and highefficiency development and utilization of marine energy resources. Based on the study of system science innovation, the European North Sea energy system has been endowed with the relatively perfect organizational model, the theoretical research framework and the staged practice results. It provides an applicable way that can be borrowed for reference. It is of great significance to China in optimization of marine energy development, promotion of in-depth industrial integration, acceleration of high-quality marine economic development, and establishment of the new-quality marine production force. The article analyzes the development history of the North Sea integrated energy system project from the start in 2006 to the present day, the progress of the relative conception design and confirmation project, and the “rise-explosion-acceleration-realization” development roadway starting from 2020 in four 10-year periods. It is found that the conceptual plans of three energy hubs located in the western, eastern and northern parts of the project are strongly adaptable to China’s Bohai Sea and Guangxi as well as the offshore area east of Guangdong. The win-win principle for mutual benefits, spatial planning, technological innovation, extensive cooperation and formulation of the relative laws and regulations hold the key to authentication and execution of the project. The article also comes up with a number of suggestions, such as strengthening spatial planning on the basis of data sharing, enhancing synergy and innovation of key technology, and beefing up domestic and international cooperation to establish the demonstrative project.
