奥巴马政府能源战略实施路径、成效及启示

摘要： 奥巴马政府自2009 年执政以来，实施的能源战略在可再生能源的发展与消费、石油对外依存度及碳排放 等方面设定了阶段性目标；具体包括增加国内石油供应和分散原油进口以保障能源安全，升级改造传统能耗企业以控制 碳排放，利用政府主导投资和政策支持加快发展可再生能源产业等。从原油进口多元化、能源消费结构、可再生能源发 展状况及能源利用效率4 个方面评价了奥巴马政府能源战略实施路径与成效；通过数据对比分析，认为奥巴马政府实施 的能源战略是成功的，取得了显著的阶段性成果。其能源战略对我国能源产业的发展、升级与转型具有重要的借鉴意义， 指出我国应设定阶段性目标以推进能源产业可持续发展，制定多维度新能源规划，为全产业链提供保障。

Abstract: The Obama Administration has set the objectives of renewable energy development and consumption, dependence on crude oil imports and carbon emission since it started to implement its energy strategy in 2009. The strategy includes a series of measures, such as increasing domestic oil supply and oil importing sources to ensure energy security, upgrading and transforming traditional energy consuming enterprises to control carbon emission, and accelerating renewable energy development through the government-dominated investment and policy support. This paper evaluates implementation and effectiveness of the Obama Administration’s energy strategy in terms of four areas – diversification of crude oil importing sources, energy consumption structure, renewable energy development situation and energy utilization efficiency. Based on comparison and analysis of data, the article regards the Obama Administration as successful in its efforts for implementation of the energy strategy, with remarkable results achieved. The energy strategy is of great significance to China’s energy industrial development, upgrading and transformation. It also points out that China should currently aim at promoting sustainable energy industrial development and formulating multi-dimensional energy plans to secure the whole industrial chain.
