摘要： 在全球能源低碳转型与技术升级的背景下，风险投资作为推动科技创新和企业发展的重要力量，对石油石化企业在突破核心技术创新、布局战略性新兴产业、提升新质生产力及实现产业转型和升级方面，发挥着关键作用。与国际大石油公司对比，文章分析了我国三大石油石化国企在风险投资领域的现状与存在问题，提出开展风险投资业务的架构和机制，探讨技术企业孵化器业务对风险投资的支持，形成风险投资与孵化器双重驱动的发展模式，构建石油石化国有企业的创新生态系统。建议石油石化国有企业围绕主营业务，建立市场化技术企业孵化与风险投资协同机制，在油气、新能源及相关产业链领域实施“投早、投小、投长期、投硬科技”战略布局，推动关键核心技术突破及新兴产业培育与发展。

Abstract: In the context of low-carbon energy transition and technological upgrades, venture capital, as an important force driving technological innovation and corporate development, plays a critical role for petroleum and petrochemical enterprises in achieving breakthroughs in core technological innovation, positioning themselves in strategic emerging industries, enhancing new-quality productivity and bringing about industrial transition and modernization. Based on comparison with international oil majors, this article analyzes the current status and exiting issues facing China’s three major state-owned petroleum and petrochemical companies in the area of venture capital. It proposes a framework for developing the venture capital business,explores the support of technology enterprise incubators, and establishes a development model driven by both venture capital and incubators, thereby constructing innovation ecosystems for petroleum and petrochemical enterprises. It is proposed that the state-owned petroleum and petrochemical enterprises should establish a market-oriented synergistic mechanism of technology enterprise incubation and venture capital while focusing on their main businesses. They should also implement the strategy of “early investment, small investment, long-term investment and investment in hard technology” in the areas of oil and gas, new energy and related industrial chains, thus accelerating breakthroughs in core technologies and the cultivation and development of emerging industries.
