摘要: 在能源安全、绿色低碳和数字化智能化转型的叠加冲击下,通过加强学科建设推动理论技术创新是增强油气供应保障能力、构建清洁低碳、安全高效的能源体系、加快一流研究院(所) 建设的基本驱动力和重要抓手。以中国石油勘探开发研究院为例,分析了新形势下加强学科建设的必要性及学科建设过程中存在的不足,从转变观念、优化布局、项目支持、人才培育、管理赋能等方面,提出了从“任务带学科”转变为“学科带任务”或两者并重、制定学科建设规划、加强项目支持、培育学科团队、加强实验平台建设、构建学科交流窗口、统筹学科交叉、交叉学科建设等政策建议,为加快一流企业研究院(所)学科建设提供参考。

Abstract: Thanks to the impacts of energy security, greenness and low carbon, and digital smart transformation, the theoretical and technological creation fueled by enhancement of disciplines is a basic dynamic power and an important link to improve the capacity for oil and gas supplies, construct the clean, low-carbon, safe and high-efficiency energy system, and accelerate development of the first-class research institutes. Taking PetroChina Research Institute of Petroleum Exploration & Development for instance, this article analyzes the necessity of strengthening disciplinary construction under the new situation and points out the inadequacies in the process of disciplinary construction. Focusing on transformation of conceptions, layout optimization, support of projects, fostering of talents and empowerment from management, the article proposes a series of policies, such as transition to “involvement of tasks in disciplines” from “involvement of disciplines in tasks” or the same emphasis placed on both aspects, formulation of the plans for disciplinary construction, more support for projects, fostering of disciplinary teams, enhancement of experiment platform construction, establishment of the windows for disciplinary exchanges,unification of disciplinary crossing and cross-disciplinary construction. Those suggestions provide references for accelerating construction of the company’s first-class research institutes.
