科改行动助力世界一流研究院建设

摘要： 为了进一步深化市场化改革，打造一批国有科技型企业改革样板和自主创新尖兵，中国石油集团工程材料研究院作为“科改示范企业”，加强组织、制定方案、凝聚共识，着力打造科技创新平台、质量标准平台、成果转化平台“3个平台”，构建成果、技术、创效、人才“4个高地”，持续深化科技体制机制改革；全面推行任期制与契约化管理，健全完善市场化经营机制，全力推进人才队伍素质提升；优化完善市场化激励约束机制，实施岗位分红、项目收益分红等中长期激励，全面激发科技创新创效活力。通过开展“科改行动”，不断提高核心竞争力、增强核心功能，推动工程材料研究院高质量发展取得显著成效，开创建设世界一流研究院新局面。

Abstract: To deepen the market-oriented reform, establish the reform model for the State-owned technology enterprises and become the independent innovation pioneer, CNPC Tubular Goods Research Institute Co. Ltd., one of demonstrative enterprises of“ Sci-tech Reform Action,” enhanced the organizational structure, formulated the related plans, reached the identical views and worked hard to create three platforms--scientific and technological innovation platform, quality standards platform and achievements transforming platform. Focusing on the four “heights”--achievements, technology, efficiency and talents, the research institute continually promoted reform of the scientific and technological structuring mechanism, carried out the responsibility and contract-based management, perfected the market-oriented business mechanism and spared no efforts to improve the quality of talents. Meanwhile, it also optimized the market-oriented incentive and restraint mechanism, allocated the bonuses and revenues from projects according to individual positions, thus fully inspiring the motivation for scientific and technological innovation and improvement of efficiency. Based on the “Sci-tech Reform Action,” the research institute continually improved the key competitiveness and core functions, made remarkable achievements in promoting high-quality development of the engineering materials research institute, and created the new situation for building the world’s first-class research institute.
