石油石化企业集团内部市场化实施路径探索研究

Abstract: The industrial trend and market situation are increasingly stern for petroleum and petrochemical conglomerates. With the competition for oil products and chemicals continually intensified, it is necessary to introduce the marketization mechanism under the market economic reform, adjust the relations between products and marketing inside the conglomerates and make full use of the market in arrangement of resources. By means of systematic mindset and from the angle of top-level design, this study comes up with the market-oriented and benefit-centering plan for internal marketized management system, which is“ suggested to optimize the three-tiered organizational structure, construct four marketization mechanisms and improve five types of support measures.” It also include the efforts to establish the open and balanced supply-demand mechanism, the competitive bidding mechanism and the scientific and complete anti-risk mechanism. The measures for business functional synergies are adopted in the areas of organization, management, information, technology and talents to help the enterprises bring about high-efficiency synergies between production and marketing, make rapid and precise response to market changes, improve the profit-making ability of the production chain, and accelerate modernization of the company's management system and capabilities.

摘要: 石油石化企业集团面临的行业趋势和市场形势日益严峻,成品油和化工品竞争持续加剧,亟须在市场化经济改革的推动下引入市场化机制,理顺企业集团内部产品生产与销售之间的关系,充分发挥市场在资源配置中的作用。运用系统思维,从顶层设计高度,研究提出了以市场为导向、效益为中心的“优化三层主体层级+构建市场化四大机制+完善五类保障措施建议”内部市场化管理体系方案;建立开放式平衡的供求机制、内部市场化的价格机制、竞价竞量的竞争机制和科学完备的防风险机制等举措;采取组织、管理、信息、技术、人才等业务职能协同保障措施,助力企业集团生产销售协同高效、快速精准应对市场变化,提升产业链增利创效能力,推进公司治理体系与治理能力现代化建设。
