摘要： 如何评价科技进步对经济增长的贡献,一直是人们普遍关注的问题。从国家或企业宏观层面上,可以用科技进步贡献率来表征,但具体到每个科技项目,要说清楚它在转化为新的生产力的过程中的作用和贡献值,不仅令企业家头痛,更使科技人员纠结。文章依据数量经济学理论,探讨了石油行业技术开发类科技成果经济效益计算的问题,提出了一种新的计算方法,即"增量效益计算与新技术对应性评价方法"。该方法以"生产系统"为单元,采用"投入产出法"进行计算,并以大庆油田聚合物三次采油重大专项为例,先量化计算出重大科技专项的增量效益,再用独立计算的每块效益增量同新技术的投入应用相对应,做出"确切性"评价。

Abstract: How to appraise contribution made by technological progress to economic growth is always an issue of wide concerns. Contribution of technological progress can be used as indicator at the macro level of a nation or an enterprise. However, it is difficult to clarify the role and contribution value of technological progress in its conversion process of new production power if a concrete technological project comes under spotlight. This is a headache to entrepreneurs and technological personnel. Based on the quantitative economics, this paper discusses the issue related to calculation of economic performance of technological development results in the petroleum industrial sector, coming up with a new calculation method, namely “calculation of additional economic resultsand appraisal of relative new technology.” Using “production system” asaunit,this method adopts “investmentand production formula” forcalculation. Take the keyproject of polymer-flooding oilproductioninDaqing Oilfield for instance.Atfirst, the additionaleconomic results of the keytechnologicalproject are calculated in terms of quantity and then the additional results independently calculated are compared to investment for new technology for the purpose to make “accurate” appraisal.
