摘要: 科技成果转化是加强科技与经济紧密结合的关键环节。科技成果转化周期长、风险高,涉及科技成果认定、科技成果转化标准界定。 随着中国科研投入不断增加,“科技成果转化率”评价指标受到社会各界关注,国家层面在一定范围内开展了科技成果转化率测算探索,但因概念认识不统一尚未形成统计标准口径,不同评价指标适用性不同。中央企业是科技成果转化的重要主体,目前存在对科技成果界定不明确、专业化服务保障不足、培育转化与组织管理机制不健全等管理问题。针对油气行业中央企业成果转化主体、科技成果类型多元化等特征,科技成果转化亟须统一管理口径、加强重大科技成果培育、促进成熟成果转化应用、提升科技成果转化专业服务、加强科技成果转化资金保障与首次应用支持、明确科技成果转化主体职责与考核目标,全面提升企业科技成果转化管理水平。

Abstract: Transformation of scientific and technological (S&T) achievements is the key link for deepening the integration of economy and technology. S&T achievement transformation involves long cycles, high risks, and is related to the verification of S&T achievements and the definition of S&T achievement transformation standards. With increasing investment in S&T research, the evaluation indexes of “S&T achievement transformation rate” has drawn attention from various sectors. National level studies on the calculation of this rate have been conducted within a certain scope. However, due to the inconsistent conceptual definitions, a unified standard statistical caliber has not been established. Different evaluation indexes have different adaptations. The state-owned energy enterprise is an important entity of S&T achievement transformation, but a series of problems exist in S&T achievement transformation, such as unclear definition of S&T achievements, inadequate professional service guarantee, and imperfection of transformation fostering and organizational management mechanism. According to the state-owned energy enterprise in the oil and gas industry characterized with the multi-element types of S&T achievements, it is necessary to unify the management caliber, enhance fostering of important S&T achievements, promote transformation and application of mature achievements, improve specialized services for S&T achievement transformation, secure fund for S&T achievement transformation and support of initial application, and clarify the duties and responsibilities of the main bodies and the examination targets for S&T achievement transformation. Thus comprehensively improving the management level of the company’s S&T achievement transformation.
