大港滩浅海油气资源效益开发模式探索与实践

摘要: 我国拥有丰富的滩浅海油气资源,加大滩浅海油气效益开发有助于增强我国油气自主供给能力,是国家能源安全战略的重要组成部分。大港油田针对滩浅海油气资源效益开发中面临的环境复杂、需多主体协同参与合作难题,遵循“安全、绿色、自主、效益”行动理念,制定了先滩涂、后浅海“两步走”开发战略,逐步推进地质—海工评价建产工作一体化、油气集输海陆运行一体化、基础设施建造与运营管理一体化。大港油田加强技术与工艺自主创新,实现人工岛建造技术和海上平台建造技术突破,取得21项技术创新成果,其中国内首创技术成果12项,形成具有中国特色的滩浅海油气开发技术体系。借鉴现代项目管理的先进经验,以项目进度、质量、安全、投资控制的协调一致为总体要求,构建滩浅海油气资源开发的特色项目管理体系,实现了资源开发与环境保护的和谐统一。

Abstract: China is rich in oil and gas resources in beach and shallow sea areas. Acceleration of efficient development of oil and gas resources in beach and shallow sea areas can help China raise its ability for independent oil and gas supply. It is an important integral part of the nation’s energy security strategy. Dagang Oilfield focused on the bottlenecks in efficient development of oil and gas resources in beach and shallow sea areas, such as the complicated environment and the demand for multilateral involvement and cooperation. In the action principle of “safety, greenness, independence and performance”, the oilfield formulated a “two-step” development strategy, namely beach put first and followed by shallow sea, and gradually accelerated integration of geological-offshore engineering evaluation and productivity construction, integration of offshore and onshore oil and gas gathering and transferring operation and integration of infrastructure construction and operational management. Dagang Oilfield also enhanced independent innovation of technology and process, made breakthroughs in building technology for artificial islands and offshore platforms, and achieved 21 items of technological innovation results of which 12 items were created as the technological results for the first time in China, thus forming a technological family of beach and shallow sea oil and gas development with the Chinese characteristics. Borrowing the advanced experience in modern project management and pursuing the general objective of keeping project progress, quality, safety and investment control in harmony, the oilfield established the characteristic project management system for development of beach and shallow sea oil and gas resources and brought about development of resources in harmony with environmental protection.
