中国海上油气与风电融合发展路径思考与建议

Thinking and Suggestions on Development Pathways for Offshore Oil and Gas Integrated with Wind Power in China

摘要: “双碳”背景下,油气企业如何实现绿色低碳转型成为行业“必答题”,而融合发展是实现“双碳”目标、保障国家能源安全、加速能源转型的重要举措。基于传统能源公司已有的海洋工程经验、海上应急体系及完整的上下游产业,结合已建海上岸电工程和探索实践,依托海上风电与油气资源地理空间重叠等自身差异化优势,归纳分析了海上油气勘探开发与海上风电融合发展的思路和发展模式,制定“两湾一区”三大融合发展基地方案。 研究指出,发展模式上需注重近海岸电结合、分散式供电融合、深远海供电与制氢融合、深远海风电产业链融合,重点开展渤海油田绿电替代、北部湾综合能源系统建设、粤东深远海风电与制氢、分散式风电供电等工作。结合公司融合发展情况,提出了充分考虑国家能源安全和减碳需求、加快岸电设施与海上风电的融合发展、加大深远海风电技术创新等建议。

Abstract: Against the background of the “dual carbon” goals, how to bring about green and low-carbon transition becomes a mandatory question facing the oil and gas enterprises. Integration development is an important measure for realization of the “dual carbon” goals, maintenance of the nation’s energy security and acceleration of energy transition. This article reviews the existing offshore engineering experience of the traditional energy companies, the offshore emergency response system and the complete upstream and downstream industries and takes into account the constructed onshore electrical projects and the practice in this area. Based on the differential advantages of geographic and space overlap between offshore wind power and oil and gas resources, the article summarizes and analyzes the mindset and development model for integration of offshore oil and gas exploration and development with offshore wind power. A plan for development bases was formulated for integration of oil, gas and wind power, which was named “two bays and one zone.” The study points out that the development model should be focused on integration of offshore and onshore electric power, integration of distributed power supply, integration of deepwater power supply and hydrogenation and integration of deepwater wind power productivity chain. The efforts should be concentrated on oilfield green power replacement in the Bohai Sea, construction of integrated energy system in the Beibu Gulf, deepwater wind power and hydrogenation in East Guangdong and distributed wind power supply. In consideration of the company’s integration development conditions, the article proposes to take into full account the nation’s energy security and carbonreducing demand, accelerate integration of onshore power facilities and offshore wind power and promote technological innovation for deep-water wind power.
