摘要: 油气输送管道作为国家能源命脉,其运行安全直接关系到能源效率、生态环境和公共安全。近年来,受腐蚀、第三方破坏及地质灾害等因素影响,管道事故时有发生,反映出现有安全防护体系在监测、预警和应急响应方面仍存在不足。系统梳理了管道安全防护研究进展,重点分析防腐蚀技术、泄漏监测与智能预警、安全控制与应急响应及信息化建设的发展态势,探讨了我国相关法律法规与标准体系实施现状。研究表明,未来管道安全防护将呈现智能化、精细化和法制化融合发展趋势,为实现韧性管道的“本质安全”,亟须强化技术与法规协同,构建全生命周期、闭环式的现代化安全保障体系。

Abstract: Oil and gas transmission pipelines are the nation’s energy lifelines. Operational safety of those pipelines is directly related to energy efficiency, ecological environment and public security. The pipeline accidents occasionally happened in recent years owing to corrosion, damage from the third party and geological disasters. They reflected that there were some deficiencies of the safety-protecting system in the areas of monitoring, early warning and emergency response. This article systematically elaborates the progress in research of pipeline safety protection and analyzes the development momentum of anti-corrosion technology, leakage monitoring, intelligent early warning, safety control, emergency response and informationization construction. It also discusses current execution of the country’s relative laws, regulations and system of standards. The study indicates that protection of pipeline safety in the future will have a development trend for integration of intelligence, refinement and legal rules. To bring about “substantial safety” of tenacious pipelines, it is necessary to consolidate synergy among technology, laws and regulations and construct the modernized full life-cycle and closed safety-protecting system for pipelines.
