摘要: 大力推进标准国际化,深度参与国际规则制定是我国油气工业积极参与国际竞争、维护国家利益和实现高质量发展的战略方针。ISO 24139—1:2022《石油天然气工业 管道输送系统用耐蚀合金内覆复合弯管和管件第1部分:复合弯管》是油气工业管道输送系统领域我国主导制定的首项产品国际标准,具有里程碑意义。该标准经历了提案、准备、委员会、询问、批准和发布全过程,制定过程中重点讨论和协商的关键技术主要集中在产品设计、制造、试验和检验等方面。文章梳理了复合弯管标准的框架及主要规定,总结了国际标准制定的成功经验,指出国际标准项目选题十分关键,应关注我国具有比较优势的新兴领域;需积极申请承担国际标准化组织标委会秘书处工作,主导领域内国际标准发展规划的制定和项目管理;成功立项后要重点关注项目管理和过程控制。

Abstract: Energetic promotion of standard internationalization and in-depth involvement in development of international standards are the strategic guidelines for China’s petroleum industry to actively participate in international competition, maintain the national interests and realize high-quality development. ISO 24139—1:2022“ Petroleum and natural gas industry—Corrosion resistant alloy clad bends and fittings for pipeline transportation system—Part I: Clad bends” is the first product international standard that China has dominated and developed in the area of the oil and gas industrial pipeline transportation system. It is of the milestone significance.This standard experienced the whole process of proposal, preparation, committee, inquiry, approval and promulgation. In the development process, discussion and consultation were focused on the key technologies, such as product design, manufacture, testing and inspection. This article analyzes the framework and main requirement of the clad bend standards and summarizes the successful experience in development of the international standards. It points out that selection of topics holds the key to the international standard projects and attention should be paid to the emerging areas in which China has some advantages. It is necessary to make active involvement in the work of the secretariat of the standard committee of International Standardization Organization. In this case, China has opportunity to dominate formulation of the international standard development plan in the related areas and project management. Once the project is launched, the efforts should be focused on project management and process control.
