摘要: 在国家“双碳”目标有利政策推动下,CO2捕集、利用与封存结合提高原油采收率技术(CCUS-EOR) 优势显现。目前CO2捕集运输成本高,规划可研阶段的大部分CCUS-EOR项目难以满足经济可行条件。研究构建了技术经济现金流模型,运用现金流量法、有无对比法、项目不确定性分析等方法,结合项目运行实际数据,分析CCUS-EOR项目的成本构成、收益来源及其影响因素。在油田先导试验案例中,CCUS-EOR技术实现了原油产量显著增加,通过捕集和封存CO2降低了碳排放成本,借助碳交易机制还可获得额外收益。碳市场价格波动、政策支持力度及技术进步是影响项目经济效益的关键因素。为了进一步提高CCUS-EOR项目经济效益,建议要持续推动技术升级与成本优化,促进大规模集成化应用;建立动态评估机制,提升项目抗风险能力;完善政策体系与标准规范,激发企业推进项目积极性。

Abstract: The advantages of CCUS-EOR technology is highlighted by became the nation's policies in favor of the “dual carbon” goals. Currently, most of the planned CCUS-EOR projects under the preliminary feasibility study stage are difficult to meet the economic feasible conditions owing to the high cost for CO2 capture and transportation. This article studies construction of the models of technology, economics and cash flow by means of adopting the cash flow method, the with-and without comparison method and qualitative analysis of project uncertainty. Based on the actual operational data of the projects, it analyzes the cost composition of the CCUS-EOR projects sources of revenues and other influential elements. In the cases of the pilot oilfield experiment, the CCUS-EOR technology substantially increased crude oil production, reduced the cost of carbon emission by means of CO2 capture and storage and obtained the extra revenues by means of the carbon trading mechanism. Price fluctuations on the carbon market, preferential policies and technological progress hold the key to influencing the economic feasibility of the projects. To further improve the economic performance of the CCUS-EOR projects, it is proposed to continually accelerate technological modernization and cost optimization for a large-scale application of integration, establish the dynamic evaluation mechanism to improve the ability of the projects against risks, and perfect the policy system and specification of standards to motivate the enterprises for active involvement in the projects.
