Practice Cases and Application Results of Industrial Standard Formulation

摘要: 行业标准在规范从业单位的服务和产品质量、促进行业技术进步方面起着至关重要的作用。以方法标准《油气藏三维定量地质模型建立技术规范》(SY/T 7378—2017) 为例,阐述行业标准制定的背景及挑战,指出标准制定应遵循科学性、广泛性、实用性3大原则,流程一般包括策划申报、草案编写、意见征集与修改、改进提升、报批发布5 个阶段,提出标准文件的内容要求,以及标准执行中需做好宣贯和技术支持,确保标准应用有效落地。结果表明,采用所述方法建立的行业标准,对国内外油田地质建模工作具有较好的规范性和较强的指导作用,应用3 年来新增经济效益17亿元,对行业标准的制定具有借鉴意义。

Abstract: Industrial standards are of vital importance to standardization of the industrial services and product quality and promotion of the industry’s technological development. Taking the method standard of“ The technical regulation for geological modeling in reservoir characterization” (SY/T 7378—2017) as an example, this article elaborates on the background and challenges in formulation of the industrial standards, pointing out that formulation of standards should follow three main principles of scientificity, broad applicability, and practicality. The formulation process generally includes five stages, such as planning and application, draft preparation, solicitation and revision, improvement and refinement, and submission and approval. The requirements on content in the document of standards are proposed, including promulgation and technical support in execution of the standards, to ensure effective implementation of the standards. The results indicate that the industrial standards formulated by means of the above-stated method exhibit strong normative and guiding effects on the geological modeling work in the oilfields both at home and abroad. The industrial standards have generated 1.7 billion yuan of economic benefits in the past three years. The experience can provide valuable reference for the formulation of industrial standards.
